My Background and Experience:


I am an attorney licensed to practice in Virginia. For the past three and a half years, I worked as "Special Education Compliance Specialist" for the Henrico County Public Schools (HCPS). For three years before that I was employed as "Senior Complaints Specialist" for the Virginia Department of Education (VDOE) in the Office of Dispute Resolution and Administrative Services (formerly the Office of Due Process and Complaints).

I have recently left HCPS in order to again engage in the private practice of law. 
In addition to my 6.5 years of special education experience, during my 9 years of previous general law practice, I represented and advised clients in a number of business/commercial law matters and contractual transactions, including business formation and administration, incorporation, collections, and commercial litigation. 
I also maintained an active practice in domestic relations law, including divorce, child custody, child and spousal support, and juvenile justice.  Additionally, I engaged in the practice of real estate law, wills and estates, bankruptcy law, criminal and traffic defense, personal injury and medical malpractice, and municipal law matters such as zoning and eminent domain.

I am admitted to practice before all courts of the Commonwealth of Virginia, as well as the U.S. Court of Appeals for the 4th Circuit, the U.S. District Court for the Eastern District of Virginia, and the U.S. Bankruptcy Court for the Eastern District of Virginia.

EMPLOYMENT EXPERIENCE

Educational Specialist - Compliance, Henrico County Public Schools, Department of Exceptional Education and Support Services. August 2003 – January 2007.

· Consulted with school board members, the school board attorney, central office administration and staff, school principals, teachers, and support personnel regarding all aspects of Section 504 and IDEIA special education programs;

· Responsible for monitoring changes in legal requirements applicable to special education; Researched and interpreted applicable laws, and state and federal regulations, to assist school personnel in understanding and implementing required policies and procedures;

· Assisted the Director of Exceptional Education and Support Services in the planning, delivery, and assessment of the provision of special education and related services throughout the school division;

· Served as proxy for the Director in attending and participating in Regional Special Education Directors’ meetings and meetings of the Henrico County Policy Management team regarding the Comprehensive Services Act;

· Coordinated special education compliance monitoring requirements including federal program monitoring self-assessments for the Virginia Dept. of Education (VDOE); Investigated and responded to state complaints, and developing and implementing corrective action plans to achieve and maintain compliance;
