Virginia Special Education Attorney

· Consulted with school board members, the school board attorney, central office administration and staff, school principals, teachers, and support personnel regarding all aspects of Section 504 and IDEIA special education programs;

· Responsible for monitoring changes in legal requirements applicable to special education; Researched and interpreted applicable laws, and state and federal regulations, to assist school personnel in understanding and implementing required policies and procedures;

· Coordinated special education compliance monitoring requirements including federal program monitoring self-assessments for the Virginia Dept. of Education (VDOE); Investigated and responded to state complaints, and developing and implementing corrective action plans to achieve and maintain compliance;

· Completed compliance reports for submission to VDOE, including developing and submitting HCPS’ annual plan and federal funding application documents and the State Performance Plan indicator reports; Drafted necessary revisions to local policies, procedures, and regulations;

· Assisted in preparation for due process hearings and litigation, including drafting school division motions, responses, and implementation plans and related correspondence;

· Co-facilitated implementation of IDEIA and Section 504 compliance activities; Conducted in-service training seminars for principals, teachers, school counselors, school social workers, school psychologists, parents, and central office administrators, regarding special education laws and regulations and recommended best practices.
